Founded by James C. Hailey, Jr. in July 1985, James C. Hailey & Company is a full service civil engineering firm with four registered professional engineers specializing in civil, water, wastewater, environmental, architectural and structural design.  We provide personalized engineering services for our clients which includes both government and private sector. Serving 50+ clients in Tennessee, we offer services in a manner and time frame to suit their individual needs, ranging in size from a few thousand dollars to over 30 million.  We have completed numerous projects featuring Community Development Block Grants (CDBG), USDA Rural Development, Appalachian Regional Commission and Local Enhancement grant funding.  We are also pre-qualified to provide engineering services on all Tennessee Department of Transportation (TDOT) funded projects.
